My interpretation of the intent is that you should only balance the cells when the AARs are closed during the charging process (where someone should monitor the system).
In my understanding of charge cycles, you don`t need to balance normal batteries every time you charge, as long as you do what each pair uses. I would object to balancing the cells while driving because you only burn the limited power you would get from the rain brakes. I cannot say that I understand the intent of this rule. It basically states that HT power must be where it is absolutely not needed. What for? EV.8.3.3 Cell balancing with EV.6.4 battery isolation relay open is not permitted. It has always been there. I think it`s about minimizing the risk of “unattended” fires.
