The most recent global survey on gun ownership was published in 2017 by the Small Arms Survey, which captured the number of firearms (registered and unregistered) by civilians, military, and law enforcement for each country participating in the survey. The results were eye-opening, but not entirely surprising to many gun policy experts: these are the actions we have been asked by police chiefs, survivors` families, doctors and lawyers to take, and they build on the many concrete steps we have already taken. The Government of Canada will work with provinces, territories, Indigenous communities and communities to implement these measures, and will continue to do everything in its power to keep guns out of our communities and make Canada safer for everyone. While in many provinces, rates of gun violence were higher in rural areas (especially in the rural North), gun violence was proportionally more common in urban areas (Table 2). Specifically, in 2020, the urban areas where firearms were most common (as a proportion of violent crime) were the urban centres of Saskatchewan (4.6% of violent crime), Manitoba (3.5%) and Ontario (3.4%). The rural areas with the highest proportions were in Alberta, where firearms were more common in crime in southern rural areas (4.4%) and northern rural areas (3.8%) than in urban areas (3.2%). Rural Saskatchewan also had high proportions (over 3%) (3.5% in the rural south and 3.4% in the north), although they were lower than those in urban areas. The Penal Code classifies firearms into three categories: prohibited weapons, restricted weapons and non-restricted firearms. Prohibited firearms include fully automatic firearms, sawed-off shotguns and shotguns, and other firearms prohibited by the regulations. Handguns are generally classified as restricted, while rifles and shotguns, also known as long guns, are generally not restricted. No one in the world owns more guns than Americans. In fact, American civilians possess a hundred times more weapons than the U.S. military. And they have more weapons than the civilian populations of India, China, Germany, France, Pakistan, Mexico, Brazil, Russia, Yemen, Thailand, Canada, Iraq, Turkey, Italy, Saudi Arabia, South Africa, Spain, Argentina, the Philippines and Iran. The number of registered handguns in Canada increased by 71 per cent between 2010 and 2020 to about 1.1 million, according to the federal government.

If recent trends continue, between 9,000 and 11,000 people will be murdered with a gun in the United States this year. Compare that to about 195 people in Canada, where guns are involved in 35% of all murders. Guns will be involved in one way or another in the intentional or accidental deaths of about 31,500 Americans, but only 780 Canadians. All of this means that the rate of gun deaths in the United States is about 10 per 100,000 people, more than four times higher than in Canada. Handguns were the most common type of firearm in homicides in both periods of this study, but were used proportionately less frequently in homicides between 2015 and 2020 (54%) than in the previous six-year period (63%). Instead, the proportion of homicides committed with a rifle or shotgun increased between the two periods (from 28% to 31% of firearm-related homicides). This change has occurred in both urban and rural areas.
